Winifred who has over 19 years of experience is a recognized expert in financial and capital markets regulation. Her practice is broad covering securities, global finance, collective investment schemes.
She has hands on experience developing legal and regulatory frameworks for capital markets and securities regulation in Rwanda, Burundi, Uganda and Lesotho, among others.
She also assists clients across the continent with legal and legislative drafting. Notable is that she helped draft the Central Securities Depository Regulations for the Central Bank of Rwanda. She also advised the Macroeconomic and Financial Management Institute of Eastern and Southern Africa on securities markets regulatory frameworks and developed training modules on securities regulation for securities regulators across Africa.
She holds a Doctorate Degree in Law, a Master of Science of Laws degree (Stanford University), a Master of Laws degree (Cambridge University), a Bachelor of Laws degree (Makerere University) and a Postgraduate diploma in Legal Practice (Uganda’s Law Development Centre).
